Deputy Chief of Logistics Position

The Deputy Chief of Logistics & Support is appointed by the Fire Chief and assists in planning, directing, and reviewing the activities of the following programs.

·         Payroll & Benefits

·         Finance

·         Quartermaster/Logistics

·         Fleet

This position also assists in coordinating assigned activities with other county districts and agencies.  The Deputy Chief of Logistics & Support shall report to and provide administrative support to the Assistant Fire Chief.

THE PORTER FIRE DEPARTMENT

Is in southeast Montgomery County, Texas located northeast of Houston, near Interstate 69 and the Grand Parkway. MCESD6 was originally the Porter Volunteer Fire Department founded in 1962.  The department is a fully paid all-hazard fire department currently with 75 employees of which 66 are assigned to suppression working in four (4) heavy companies out of three fire stations.  Suppression works a 48/96 schedule. Currently two additional fire stations are in development with additional department growth planned.  https://www.porterfire.com/

GENERAL DESCRIPTION OF DUTIES:

1.       In the position of Deputy Chief, provide an environment through leadership and example where customer service is the highest priority.  A high level of customer service will be delivered through a consistent, professional, and organized response to all customer requests, both internal and external.

2.       Performs a wide variety of administrative, technical, developmental, and evaluative work in the daily operations and support of fire operations.

3.       At incident scenes, the Deputy Chief of Logistics & Support will work within the Incident Command System.

4.       The Deputy Chief performs a variety of administrative, technical, and supervisory work in planning, organizing, and directing the four main support areas of MCESD6 within NFPA standards.

 

RESIDENCY REQUIREMENTS:

Must be available to respond back to the district if required, for supervisory fire command assistance. This position requires that the Deputy Chief of Logistics & Support reside within fifteen (15) minutes of the district boundaries of Montgomery County Emergency Services District 6 within 180 days of employment.

 

DUTIES, FUNCTIONS, RESPONSIBILITES:

Plans directs and exercises general supervision of departmental operations including but not limited to:

1.       Command Staff

  • Will work within the Logistics & Finance section of NIMS for department emergency activities.

2.       Payroll & Benefits

  • Weekly payroll
  • Members yearly benefits analysis

3.       Finance

  •  Monitor processes for purchases and deployments

4.       Quartermaster/Logistics

  • Track replacement cycles and annual testing of department gear and equipment to include PPE, SCBA, fire hose.
  • Track and coordinate needs of warehouse facility, SCBA & small equipment maintenance
  • Voting member of the Joint Labor Management Gear & Equipment Committee

5.       Fleet

  • Coordinate and track - in service, preventive maintenance and out of service of department apparatus
  • Track and coordinate needs of fleet facility

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Working knowledge of modern fire instructional principles, procedures, techniques and equipment, incident command as demonstrated through State of Texas certifications, demonstrated knowledge of applicable laws, departmental standard operating procedures, and regulations.
  • Skill in the operation of fire equipment, radio, office equipment, audio/visual equipment.
  • Ability to perform various data entry responsibilities in Microsoft Office Software products and related software. Assist with the compilation of and preparation of various reports, and function specific to the department.
  •  Ability to effectively apply instructional techniques.
  • Ability to communicate verbal and written instructions.
  • Ability to establish working relationships with employees, other agencies, and the public.
  • Retains current required certifications.
  • Montgomery County required NIMS training.

 

SELECTION GUIDELINES: (May include the following)

1.       Receipt of formal application; review of application; driving record and background verification; oral interview; final selection; recommendation for approval by Montgomery County ESD6 Board of Commissioners; pre-employment physical with drug screening.

SUPERVISORY RESPONSIBILITIES:

The Deputy Fire Chief assigns work in terms of general instructions. The employee works independently to accomplish tasks and meet deadlines. The Deputy Fire Chief spot-checks completed work for compliance with procedures and the nature and propriety of the results. The Deputy Fire Chief supervises all employees and personnel within the Logistics & Support Division. The position is responsible for the overall direction, coordination, and evaluation of Fire Protection and Delivery.

QUALIFICATIONS:

Must be a citizen of the United States. Must have good moral character and habits, which may be substantiated by a confidential background investigation. Must be in good physical and emotional health. Must have a fluent command of written and spoken English and have legible handwriting.

Must have no criminal record, excluding minor traffic violations.

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as those reflected in preparing an annual operations budget.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  •               Salary - $114,719.79 – FY23/24
